how allow program have access to internet

How to allow a program to have access to the internet?

I am using Express Digital Darkroom edition which needs to be able to access the internet in order to upload photos to a printing service. I get the message that there is no connection to the internet, when I have a live cable internet connection. Windows can connect without a problem. I have checked the settings in Firewall and have added the program to the exceptions list in the firewall. I have also tried to run the program as administrator. No luck. I still can't have it connect.
Any ideas would be greatly appreciated!

Bill, I have the same issue have you found a solution. It is NOT the firewall software in vista, it appears to be some other problem - perhaps a port block.
